“Ratnagiri Gas and Power Private Limited” (RGPPL) is the name allotted by Registrar of Companies (ROC) to the Special Purpose Vehicle (SPV) by GAIL and NTPC for revival of the Dabhol Project. The documents pertaining to incorporation have been filed.The new company will own and operate the assets of the erstwhile Dabhol Power Company.
As a promoter, GAIL’s role will be to source the LNG required to run the power plant. In order to ensure the availability of required quantity, GAIL has already stepped up its efforts to source the required LNG from countries such as Qatar, Iran, Oman, Abu Dhabi, Malaysia, Indonesia, Australia, Brunei, Egypt and Algeria. GAIL will also complete the remaining erection works of LNG terminal, which is 75 per cent complete and also operate the terminal.
NTPC on the other hand, would operate the power plant and negotiate the
power purchase agreement with MSEB. The capacity of the LNG terminal is 5 MMTPA, of which 2.1 MMTPA would be required by Dabhol Power Plant. GAIL will be developing necessary infrastructure for the distribution of the remaining 2.9 MMTPA of R-LNG in the gas markets in the catchment area.
The total gas demand in Maharashtra is 35 MMSCMD, out of which the current availability is of the order of 9 MMSCMD. The capacity of the LNG terminal can also be further expanded to meet this demand - supply gap. Considering the overall power availability in Western India, the power plant can be further expanded.
